The river one is bugged for me too. Though I also noticed something very strange today, I spent 40 minutes flying around to some of the masks, letters and propaganda posters that I hadn't done, some of those were still unknown locations. I noticed after a few that the location discovered screen was not coming up. I found a few locations that I could not unlock by visiting them on the ground. Try using the little chopper as the unlock point is actually a little distance above ground. The river location is not one of the those. I think there might be some idiot in Ubi who thought that underground mining was going to be an integral part of the game.

There is grapple points to an extent but they only get you up half way above the mountain, how do i get this location. It's also too high for buzzers to get to the location.
